The Iraqi government delivered invitation letters to the leaders of Arab countries to attend the summit to be held on May 17 at the Government Palace in Baghdad's Green Zone. The last Arab League Summit was held in Baghdad in 2012 under the then prime minister Nouri al-Maliki. The Israeli attacks in the Palestinian territories are expected to top the agenda at the upcoming summit, with developments in Lebanon and Syria also set for discussion. The Iraqi government, in coordination with all relevant security agencies, is implementing heightened measures to ensure the summit’s success and the safety of participating delegations. In early March, an emergency Arab League summit was held in Egypt on developments in Palestine. The emergency summit in Cairo adopted Egypt’s Gaza reconstruction plan to rebuild the Gaza Strip. The summit’s final statement stipulated “the adoption of the plan submitted by the Arab Republic of Egypt—in full coordination with the State of Palestine and Arab countries, and based on studies conducted by the World Bank and the UN Development Fund—regarding early recovery and the reconstruction of Gaza as a comprehensive Arab plan.” It affirmed the rejection of the displacement of Palestinians from their land “under any pretext or circumstances.” The Arab Summit highlighted that it assigned an Arab legal committee to study the classification of Palestinian displacement as part of the crime of genocide.
