Floodwaters submerged streets after heavy rain triggered a state of emergency in the Philippines.

Dramatic footage shows a covered court engulfed by floodwaters, with nearby roads also inundated by fast-flowing currents in Boyugan East village, Kumalarang, Zamboanga del Sur, on May 18.

The Provincial Disaster Risk Reduction and Management Office reported that the town was in a state of emergency, with the freak weather affecting at least 1,300 households across five villages.

State weather bureau PAGASA announced that the widespread flooding was caused by continuous downpours associated with the intertropical convergence zone (ITCZ) that affected Mindanao over the weekend.

Kumalarang Mayor Ruel Molina said the flooding began after water levels rose in two major rivers on Saturday afternoon.

He claimed that the current provincial administration had not supported local disaster preparedness projects, allegedly due to political differences.

Molina said: 'We have been requesting the necessary flood control projects for a long time, but they have not been given attention.'

Local media reported that at least one resident was confirmed dead after being swept away by raging floodwaters.

Relief operations were promptly launched, with aid packages distributed to affected residents.
