China: East China's Zhejiang takes precautionary measures for dams, reservoirs during flood season

In response to persistent heavy rainfall, Zhejiang Province in east China has adopted a series of precautionary measures, including preemptive flood discharge operations and activation of digital monitoring systems, to safeguard local dams and reservoirs during the flood season. Due to continuous heavy rains, the Fuchunjiang Dam on the Fuchun River in Tonglu County, Hangzhou City, opened its gates for flood discharge for the first time so far this year at 11:00 on Friday. "The current discharge flow is 3,000 cubic meters per second. As the water flow rises, we will gradually increase the gate opening, with peak discharge expected to reach around 5,000 cubic meters per second. This marks the first flood discharge operation at the Fuchunjiang Hydropower Plant so far this year, as we prepare for the upcoming plum rain season, the most critical period for our annual flood prevention efforts," said Zhu Yanze, chief of the water affairs team at the plant. Additionally, the Fenshuijiang Reservoir on the Fenshui River, the largest tributary on the left bank of the Fuchun River, has also begun flood discharge operations. By 12:00 on Friday, the total discharged volume had reached 22.62 million cubic meters. The reservoir water level has receded, and the flow has stabilized. Since the beginning of May, Jinhua City in the province has witnessed precipitations to the tune of 141.1 millimeters, 3.1 percent above the average for this time of the year. Persistent heavy rains have caused water levels on multiple mountain reservoirs across the city to rise steadily. Currently, the water levels on 57 small reservoirs have exceeded their flood season capacity limits by 0.01 to 0.45 meters, though all remain within controllable ranges. As Jinhua enters the annual flood season, local authorities have activated digital flood prevention systems to monitor water levels and rainfall in real time across all reservoirs. In particular, 704 key reservoirs in the city have been equipped with upgraded video surveillance installations, creating a dual-protection system that combines technical safeguards with human oversight.
