Kerr County Judge Rob Kelly reported at least six deaths due to the catastrophic flooding, with fears that the toll could rise. The exact circumstances of the deaths were not immediately disclosed, as officials worked to notify the victims' families. The Guadalupe River surged dramatically within hours, reaching 29.86 feet in Comfort after rising 22 feet in just 30 minutes. In Kerrville, the water level jumped 21.6 feet in one hour, reaching 11.64 feet. A law enforcement-linked family reported that an entire RV park in Ingram was swept away, with families still inside their trailers. Authorities in Kerr County described the situation as "extremely active," urging residents to shelter in place and avoid travel. Those near creeks, streams, or the Guadalupe River were told to move to higher ground immediately. The Kerrville Police Department, working with fire crews, evacuated residents as floodwaters submerged roads across the city, located about 58 miles northwest of San Antonio. A Walmart store was designated as a temporary reunification center for displaced individuals. The National Weather Service (NWS) issued a flash flood warning for parts of southwestern Concho County and southeastern Tom Green County, valid until 10:30 a.m. local time. Up to four inches of rain had already fallen, with an additional two inches possible. The NWS warned of life-threatening flash flooding affecting creeks, urban areas, highways, and underpasses. The Weather Service in San Angelo also noted multiple reports of submerged roads and homes in Tom Green County.
