This new incentive forms part of ongoing efforts to reverse declining birth rates. Officials say the policy aims to build a fertility-friendly society and ease family burdens. It's about supporting parents where they need it most - making childcare more affordable while investing in our future." [Voice_over] As birth rates have been declining, China has shifted from its one-child policy, to now allowing people to have three children. The government is also improving education, healthcare and even housing support to reduce the pressures many parents fear and face. Recently, the State Council announced plans to gradually introduce free preschool education to ease household costs."
