US: Over 100 Dogs Rescued From Alleged Neglect In Harford County
United States - August 28, 2025 Authorities and animal welfare groups have rescued over 100 dogs and puppies from a breeder’s residence in Harford County, Maryland, amid reports of severe neglect. Humane World for Animals, formerly the Humane Society of the United States, assisted the Harford County Sheriff’s Office in executing a search and seizure warrant at around 7 a.m. Rescuers were confronted by a strong odor of ammonia and feces, and dogs were found roaming freely or confined in filthy, stacked wire-bottom cages with little access to food or water. Many cages held two to three dogs in spaces just over a foot wide, forcing them to stand on each other. Several dogs were severely matted, underweight, or suffering from dental abscesses, eye discharge, and skin infections. A mother dog was discovered nursing three-week-old puppies in a whelping box near a recently deceased pup. Neonate puppies showed signs of urine scalding. Stacey Volodin, Maryland state director of Humane World for Animals, said: “It’s an overwhelming, heartbreaking scene—you couldn’t walk a few feet without stepping around dogs or slipping in their waste. Thanks to everyone here today, this is the last day these dogs and puppies have to live like this.” Sheriff Jeffrey Gahler highlighted the role of partnerships in protecting animal welfare: “Through strong partnerships with local organizations like Humane World for Animals and our local humane society, as well as engaged citizens, we’re able to respond compassionately to situations where animals are at risk. Together, we can work to see that every animal in Harford County is treated with dignity and care.” The animals were part of a Havanese and Biewer terrier breeding operation, which had advertised American Kennel Club–titled breeding parents. John Goodwin, senior managing director of Humane World for Animals’ Stop Puppy Mills campaign, urged caution when evaluating breeders: “Visiting in-person, looking at the parents and asking yourself ‘Would I want to live like this?’ is perhaps the most critical tip.” The rescued dogs are being transported to a secure location for veterinary care, with volunteers from RedRover Responders assisting in daily care.
