This is the dramatic moment police clashed with furious protesters who threw rotten oysters at a government office in the Philippines.

Footage shows officers driving away picketers in front of the Department of Public Works and Highways (DPWH) office in Navotas City, Metro Manila, on September 8.

The demonstrators, members of fisherfolk organisation PAMALAKAYA, allegedly hurled sacks of decaying seafood at the building as they decried rampant corruption in the country's flood control projects.

In a statement, the group said: 'Despite an allocation of almost 4 billion Pesos, for flood control projects in Navotas from 2023 to 2025, even light rainfall continues to cause severe and prolonged flooding in the city. Two contractors, Topnotch Catalyst Builders Inc. and Discaya-owned St. Timothy Construction, which are linked to ghost projects and other anomalies, have secured flood control contracts in the city.'

The protesters were referring to construction contractor Sarah Discaya, who confirmed before the Senate Blue Ribbon Committee last week that she owns 28 luxury vehicles, including a Rolls-Royce, Mercedes-Maybach, Bentley, and Mercedes G63, among others.

She denied involvement in so-called 'ghost projects' and said she began securing contracts from the DPWH in 2012. She also revealed she owns nine construction firms.

President Ferdinand 'Bongbong' Marcos Jr has ordered a full audit of the DPWH flood control initiatives, along with lifestyle checks on officials and public disclosure of projects.

The directive came after reports of corruption, ghost projects, and disproportionate contract awards linked to flood control programmes since 2022.

Local media reported that more than 6,000 flood control projects worth 350 billion PHP (approximately 4.9 billion GBP) lacked essential details, raising concerns over transparency in government infrastructure spending.

At least 15 contractors are now under investigation after cornering a combined 545 billion PHP (approximately 7.63 billion GBP) program budget.
