The decision sparked cheers and hugs from people gathered outside the courthouse in New York City.
Mangione, 27, is accused of killing UnitedHealthcare CEO Brian Thompson outside a Manhattan hotel during an investment conference in December 2024. Prosecutors said bullets used in the shooting carried the phrase “delay, deny, depose,” a reference to insurance claim practices.
Judge Gregory Carro ruled that evidence presented in court did not show intent to intimidate or coerce the civilian population under state terrorism laws.
While the terrorism charges were dismissed, murder and other counts remain. Federal prosecutors are also pursuing a separate case that could carry the death penalty.
