Qatar has delivered a formal complaint with the International Civil Aviation Organization (ICAO) over a recent Israeli strike on its capital of Doha, according to a news report from Qatar's state-run news agency on Saturday. Israel launched the unprecedented airstrike on Sept 9 in Doha, targeting a building where Hamas officials were meeting to discuss the latest ceasefire proposal put forward by the United States. Five members of Hamas and a Qatari security officer were killed during the strike, while key members of the Hamas negotiating team survived. The Qatar News Agency (QNA) reported that Qatar described in the complaint the Israeli attack as "a blatant violation of Qatar's sovereignty and provisions of the Chicago Convention on International Civil Aviation." The Qatari government stated that it reserves the right to take responsive measures under international law, added the report. A separate report from Israel's Channel 12 said that Qatar is demanding a public apology from Israel for the attack. The report added that this apology has been set as a precondition for Qatar to resume its role as a mediator in the ongoing Gaza conflict. Qatar has played a key role in mediation efforts aimed at securing a ceasefire in the Gaza Strip. The Israeli operation in Doha has drawn strong condemnation from the international community.
