Info from Licensor: "The man in the tank top was demanding money for salvaging the other man’s skiff boat. However, the boat’s owner disagreed and jumped into the water after the tank top man threatened to take the skiff if he didn’t pay. Things quickly escalated. When the police arrived, they attempted to charge the man in the tank top with trespassing but did not charge the boat owner."
