Von der Leyen Pledges €2B for Drones to Ukraine, Proposes Reparations Loan. European Commission President Ursula von der Leyen announced that the EU will spend €2 billion to supply drones to Ukraine. The funding aims to scale up Kyiv’s battlefield capacity with unmanned aerial systems and enhance European technological benefits. Von der Leyen spoke alongside NATO Secretary-General Mark Rutte, who endorsed the EU’s drone wall initiative along the eastern flank. Rutte emphasized the cost-effectiveness of drones compared to missiles, highlighting recent aerial incidents in Poland, Estonia, and Denmark. The EU plans a “reparations loan” tied to frozen Russian assets, to be disbursed in tranches with a portion earmarked for military procurement from European industry. Von der Leyen stressed that there will be no seizing of assets and Ukraine would only repay if Russia pays reparations after the war. The announcements precede an informal European Council summit in Copenhagen to discuss defense plans and a NATO-EU Readiness Roadmap 2030. The EU’s moves represent its most concrete step yet to increase support for Ukraine amid ongoing security challenges.
