Rain began around 11 p.m. Monday and continued past midnight, accumulating 0.07 inches in the foothill areas by 12:10 a.m. In response to the weather conditions, a Flood Watch has been issued due to the potential for flash flooding and debris flows from excessive rainfall. The Flood Watch specifically targets regions near recent burn scars across San Luis Obispo, Santa Barbara, Ventura, and Los Angeles counties. Affected burn scars include Gifford, Madre, Lake, Apache, Mountain, Post, King, Canyon, Hughes, Hurst, Kenneth, Franklin, Palisades, Sunset, Lidia, Hawk, Eaton, and Bridge. The watch is in effect through Tuesday afternoon. The National Weather Service has alerted residents that brief periods of heavy rainfall over these burn scars could trigger hazardous and damaging flooding, as well as debris flows. Additionally, flooding may arise in areas prone to poor drainage and urban locations, especially where low-water crossings may become submerged. Peak rainfall rates are anticipated to reach between 0.25 and 0.50 inches per hour, with some areas potentially experiencing rates as high as 0.80 inches per hour. There is also a 10 percent chance of encountering rainfall rates of 1.0 inch per hour due to thunderstorms or heavy showers. The threat of thunderstorms may lead to intensified rainfall rates that could surpass debris flow thresholds in burn scar regions.
