"This reprehensible, cowardly, vile murder of Carlos Manzo, mayor of Uruapan, we first condemn the murder, and second, we express our solidarity and condolences to his family and loved ones. There must be no impunity; that's what must be done in a situation like this. It's clear they took advantage of this social event to commit this vile and cowardly murder, and we have to investigate and support state institutions. If the Attorney General's Office takes over the case, we must also support federal institutions to bring those responsible to justice and ensure there is no impunity. Returning to the War on Drugs is not an option, it's not an option because Mexico already tried that and it led to a situation of greater violence, that's why I insist on justice and we work every day for it"

3. (SOUNDBITE) (Spanish) DEFENSE SECRETARY RICARDO TREVILLA, SAYING:

"Recognition to the late mayor for his attitude and courage in confronting this situation (of violence from criminal groups)."

4. (SOUNDBITE) (Spanish) SECRETARY OF SECURITY AND CITIZEN PROTECTION OMAR GARCIA HARFUCH, SAYING:

"Of course, security in Michoacán will be reinforced, but it's important to know that we've had several ongoing operations in Michoacán for the past few months. Unfortunately, as the Secretary of Defense already mentioned, we've lost the lives of military personnel in Michoacán, colleagues from the Secretariat of Security and Citizen Protection who were kidnapped and rescued by the National Guard while conducting investigations against these (criminal) groups. So what are we going to do? We're going to reinforce what we've been doing. We've had some very significant arrests in Michoacán, and we're going to continue these operations."

MEXICAN PRESIDENT CLAUDIA SHEINBAUM, DEFENSE SECRETARY RICARDO TREVILLA AND SECRETARY OF SECURITY AND CITIZEN PROTECTION OMAR GARCIA HARFUCH LEAVING MEETING ROOM MEXICO CITY, MEXICO - NOVEMBER 3: Mexican President Claudia Sheinbaum held a press conference at the National Palace in Mexico City on Monday, November 3, following the killing of Uruapan Mayor Carlos Manzo during Day of the Dead celebrations in Michoacan state last Saturday.

Sheinbaum condemned what she described as a “cowardly and vile” murder and expressed condolences to the mayor’s family and loved ones. She emphasized that there must be no impunity and called for full cooperation between federal and state institutions to bring those responsible to justice.

The president rejected a return to the War on Drugs, saying it had only led to greater violence in the past, stressing that Mexico must focus on justice and continue its daily efforts toward it.

Defense Secretary Ricardo Trevilla paid tribute to the slain mayor, praising his courage in confronting violence from criminal groups.

Secretary of Security and Citizen Protection Omar Garcia Harfuch said security would be reinforced in Michoacan, noting that ongoing operations had already led to significant arrests but also the loss of military and police personnel. He vowed that authorities would continue their operations against criminal groups in the state.
