"Today, activists from Peacefully wrote 'perpetrators' on the wall of the Federal Chancellery, because yesterday the federal government decided to lift the restrictions on arms deliveries completely. As justification, it said that the ceasefire was being observed so well. We know that it has already been broken at least 282 times, and that’s in just a little over one month. Since the ceasefire, at least 245 people have been killed.
And the reaction of our federal government is to lift the restrictions and resume normal arms deliveries to Israel, to a government committing genocide. Just yesterday, a school was bombed, and 13 children and teachers were in a hospital. As we know, there is hardly anything left of the hospitals. The federal government continues sending weapons to exactly this genocidal government.
And we simply cannot accept this. That is why activists wrote 'perpetrators' on the wall today, because we have a responsibility when we live here. We demand that the federal government stop supporting Israel and stop delivering weapons. We do not want our government, in our name, to side with perpetrators of genocide." BERLIN, GERMANY — NOV. 18, 2025: Pro-Palestine activists from Peacefully Against Genocide group wrote the word “Täter” (perpetrators) in red paint on the Federal Chancellery building in Berlin on Tuesday, Nov. 18, protesting Germany’s decision to lift restrictions on arms exports to Israel.
They also left red handprints on the wall, prompting police to implement safety measures in response to the protest.
Elsa, a member of the Peacefully Against Genocide, said the export of weapons to a "genocidal" country cannot be accepted.
"We demand that the federal government stop supporting Israel and stop delivering weapons. We do not want our government, in our name, to side with perpetrators of genocide," Elsa added.
The German government had reportedly decided to lift the restrictions imposed on arms exports to Israel over its attacks on Gaza.
Government spokesman Stefan Kornelius told the German Press Agency on Monday that the Aug. 8 announcement regarding certain weapons exports to Israel was no longer valid due to “changed circumstances,” and that the restrictions would be lifted as of Nov. 24.
Germany's arms exports to Israel have long been contentious and the subject of legal challenges by rights groups and Gaza residents. The European Center for Constitutional and Human Rights (ECCHR), which supported plaintiffs in their legal action, has repeatedly said that Berlin's authorization of weapons exports to Israel violated international agreements Germany signed, including the Geneva Convention on the prevention and punishment of the crime of genocide.
The Israeli army launched a brutal offensive on Gaza in October 2023, killing more than 69,000 people, mostly women and children, injuring over 170,000 others, and reducing the enclave to rubble.
