3. VARIOUS OF FIREFIGHTING TRAINING TOKYO, JAPAN - NOV. 24, 2025: Located on the Pacific “Ring of Fire,” Japan experiences nearly 1,500 earthquakes each year and prioritizes disaster preparedness from an early age.

At Koyo Junior High School in Tokyo’s Odaiba district, students taking part in monthly drills as part of a youth disaster prevention team. Children practice evacuation, first aid, fire response and preparing emergency meals.

Shaped by devastating events such as the 1923 Great Kanto, 1995 Hanshin and 2011 Tohoku earthquakes, the country has built a nationwide system that teaches children how to act before, during and after a disaster through regular drills, practical training and community-based exercises.

Following destructive quakes and typhoons, Japan introduced the 1961 Disaster Countermeasures Basic Act, later revising regulations to strengthen older buildings and support seismic retrofitting. Today, public facilities boast a seismic resilience rate of nearly 99%.

While the government funds reinforcement of public buildings, homeowners are responsible for strengthening private residences. Disaster awareness is widespread, and citizens are encouraged to maintain at least a three-day supply of food and water.
