Dash Cam: Hit and Run (police witness and do nothing)

I was in a hit and run accident in Chicago that was witnessed by the police. They witnessed the suspect hit my car and pulled up into the intersection, but did not turn on any emergency lights. The suspect backs up, goes around the squad car, and then leaves the scene of the accident.

The squad car backs up and turns as if through he was going to chase, but shortly within a few feet hit their brakes and stop. They still do not turn on any emergency lights. The suspect gets on the highway and gets away from the police right in front of them who see the whole thing.

They barely even made any effort to stop the car from leaving, and let him get away, and don't pursue. They told he that since he did not commit a felony, they were not able to chase him on to the highway because it was out of their jurisdiction.

They didn't even try.

I have the full video with police interaction showing the squad car that was there turn around and THEN later turns his lights on to come back and see me to do the accident report. This has not yet been released.
