Heavy rains hit Ellicott City, located about 20 kilometres west of Baltimore, on May 27, causing severe flooding and leaving hundreds without power.

The Maryland town was brought to a halt with about 18 cm of rainfall recorded that evening, a local paper reported.

A member of the US National Guard was washed away by the floodwaters. The 39-year-old's body was found two days later.

For residents, the Memorial Day weekend flood was a reminder of a rainstorm that devastated the city summer of 2016, during which at least two people died.
