British Transport Police jump a red light to check mobile phone

Cycling East along Kensington High Street, a British Transport Police van drove passed me. Immediately I found the situation a little odd as although it wasn't a 'close pass' it wasn't an exceptional piece of driving like I usually see from the British Transport Police (Ordinarily the Police won't overtake you and then pull in to stop in front of you).

Then the driver used his emergency lights to get through the red light, to pull over and use his mobile phone.
