Water pipeline laid in liberated city of Kelbajar in Azerbaijan.

Kelbajar received the status of an administrative district on August 8, 1930. It was occupied by the Armed Forces of the Republic of Armenia in 1993. According to the peace agreement signed on November 10, 2020, on November 25, the Armenian Armed Forces left the Kalbajar region and handed it over to the Armed Forces of Azerbaijan.

On November 15, 2020, the Kelbajar region was liberated from occupation. The reason for this is the complexity of the terrain, the size of the territory and humanism. The Armenians who fled the area burned their homes and forests. Finally, according to the tripartite declaration signed on November 10, 2020, the Kelbajar region was liberated from occupation, the Armed Forces of the Republic of Azerbaijan entered the region and took control.
