Despite ban on gathering, Halloween crowds flock to Tokyo's famed Shibuya crossing

Despite the Shibuya Ward authorities' plea to people not to come to Shibuya around Halloween, crowds still flocked to the popular Tokyo spot on October 31.

Costume-wearing visitors were fewer this year but the police presence was unmistakably larger.

The Hachiko exit of Shibuya station was cordoned off to prevent people from gathering there.

A huge billboard saying "No Events for Halloween on Shibuya Streets" in Japanese and English was also installed outside Shibuya station earlier this month.

The decision of Shibuya officials to restrict crowds was in light of the fatal crowd crush in South Korea last year and to prevent disruptive activities that have previously angered some members of the public in past years.
