Man refused shelter during Durban storms

While Durban was experiencing heavy damaging storms I was accompanying an associate of mine who was driving a grey Car (Buckie) Toyota D4D that got damaged by the heavy winds and flying objects due to storms that had wind speeds of 70/80km/h
We seemed refuge at a Government education building the Truro House when we encountered an Indian security Guard who did not tried to forcefully throw us out of the building and started firing racist shots at us and to make things even worse he mentions that this is a government building, so the question that remains is, if we as voting citizens cannot seek refuge in government buildings then where do we go?
