The captain is announcing that they are going to have to use police to remove the uncooperative passenger using the police but unfortunately police policy is they have to remove everyone first.

This is making other passengers very angy. One of them pokes him twice.

Also, hilariously, at the beginning of this video, you can hear the racist unruly guy say "This is not a problem" (it clearly is) thinking that somehow he's going to be able to stay on the flight after he's already been told by the AA Security guy, several flight attendants, and the Captain, that he is being denied boarding and needs to deplane.
