Accident waiting to happen fool with a spotlight in a jeep, Shamokin, Pennsylvania

At 8:37pm, I was leaving the OIP restaurant in Shamokin. As I approached the stoplight, I was blinded by a rear facing spotlight on an offroad Jeep. I turned on my high beams in an attempt to get the driver of the Jeep to realize his spotlight was on.
A minute later he turned it off, and I turn off my high beams. I turned them back on for a moment to attempt to see a license plate on the Jeep, since it had no lighting on the back of it at all.
No tail lights or license plate lights, which made it incredibly difficult to see the vehicle. In response to this the driver turned the spotlight back on, until he continued straight and I turned away from him.
