Traffic on the northbound lanes of Highway 101, south of Santa Barbara, California, experienced significant slowdowns due to flooded lanes, causing a sluggish pace for commuters.

With only two lanes open for passage, the congestion resulted from flooding that affected the freeway's northbound side. Caltrans authorities were actively addressing the flooding situation in efforts to alleviate the traffic congestion and restore normal flow on the affected stretch of the freeway.
