Heavy rainfall that began Monday, September 8 continued into Tuesday, triggering flash flooding across central Kansas and prompting Governor Laura Kelly to declare a state of disaster emergency. Rainfall totals reached 1–4 inches in most areas, with up to 6 inches recorded near Salina.

Floodwaters inundated roads and homes in towns such as Tescott and Brookville, where water reached porch levels and made driving hazardous.
