This is the heartbreaking moment a baby boy was found abandoned along a residential street with its umbilical cord still attached.

The infant was found by residents in Cavite City, the Philippines, after he was heard crying on November 25.

Winnie Lyn De Leon, who lives nearby, went to the front gates to check the strange noise and found a violet bag left on the verge.

The mother was shocked when she found the baby squealing from hunger inside the bag. He was believed to be a few hours old.

She said: "The poor baby was alone inside the bag. It must be having a hard time breathing after all those hours.”

Aside from the baby, the bag contained some clothes and a baby bottle with infant formula.

Local officials arrived after receiving the report from Winnie and checked the village security camera.

Footage showed an unidentified man riding a bike and leaving the bag on the street the night before the incident (November 24).

They rushed the baby to the hospital where it was given a health check-up. Aside from dehydration, medics said the baby was healthy and is now in a stable condition.

An Imus City Social Welfare Development Officer said: ''The baby is safe now. We are reminding parents to seek help from our office if they cannot take care of their children instead of abandoning them.''

Social welfare officers will take care of the baby while the police are investigating the incident.
