Foreign ministers in the European Union are considering the "next steps" in dealing with Russia after more than 3,500 protesters were detained when demanding the release of Alexei Navalny over the weekend.

Footage captured by Twitter user @explosivedevice on January 23 shows the protesting in Moscow, where 1,500 were detained, including Navalny's wife Yulia.

Protests took place in other major cities including St. Petersburg and Vladivostok.

The European Union's foreign affairs chief Josep Borrell said that the "next steps" will be talked about, while Polish president Andrzej Duda called for a ramping up of sanctions against Russia after Navalny's arrest earlier this month.
