This driver ahead slowed down to turn right without indicating, then they suddenly changed their minds and continued driving ahead. This almost caused a rear-end crash with the driver behind them. The driver in front then likely seemed to be in a bit of a panic from the honking, and they ran a red light to try flee the situation.
