In this video, we can see that the black car moves to the empty lane on the left. This obstructed the way of the truck and the other cars had to move away and make space for it to pass. Had the car not blocked its way, the fire truck could have passed sooner. Every minute is crucial for situations like this. The driver must have been confused to have made this mistake.
