Spring breakers were seen jumping on vehicle roofs in South Beach, Miami, on March 19.
The Miami Beach City Commission voted to not set a nightly curfew for the weekend following two deadly shootings riled the area.
According to the filmer, spring breakers were "looting innocent vehicles passing by" and "opening doors".
