STORYLINE:
As the weather gets colder, many impoverished Afghans are struggling to prepare for the harsh winter ahead.
To help families in need, the Afghanistan National Disaster Management Authority began Tuesday with the distribution of rice and flour.
SOUNDBITE 1 (Pashto): RIZWANULLAH, Aid recipient
"The aid, which includes a bag of flour and a bag of rice, will last us about 10 to 12 days. It would serve us better to provide job opportunities."
27-year-old Rizwanullah works alongside his younger brother to feed a 17-member family.
Rizwanullah can earn 250 afghanis (about 3.7 U.S. dollars) daily while his brother earns 150 afghanis (about 2.3 U.S. dollars).
With winter looming, Rizwanullah says that his family faces a shortage of fuel and warm clothing.
For many locals like Rizwanullah, foreign aid provides only a temporary fix and not a long-term solution to poverty.
Abdul Manan, a 40-year-old carpenter, traveled about 80 km to receive a 50 kg bag of flour and a 25 kg bag of rice.
Earning just 400 afghanis (about 6 U.S. dollars) daily, he struggles to feed his 24-member family properly.
For long-term stability, Manan calls on the government to create more job opportunities.

"People neither have wood nor fuel. Winter is closing in, and I have no wood to keep my children warm. I am in a desperate situation. We only have naan and potatoes. There's nothing else on the dining table. A bag of flour and a bag of rice are enough for a week for a 24-member family. If our government activates the factories and plants to create jobs, people can support themselves."
