Buenos Aires, Argentina - May 30, 2023 The Mugica neighborhood, also known by different names - Villa 31 and 31bis being some of the most popular - has existed since 1932. That was when immigrants and workers began to populate the area taking advantage of its proximity to the port of Buenos Aires. For decades its population grew and increased exponentially due to the arrival of immigrants from the interior of the country and from neighboring countries. By 1970, the public policy that predominated when addressing informal neighborhoods was that of eradication. The Mugica neighborhood saw various attempts over the years but not only was it not eradicated, but it continued to be populated spontaneously and therefore, without planning, until reaching its current dimensions. This policy did not produce successful results and its inhabitants were pigeonholed between the port area, the railroad tracks and the highway, despite its strategic location. In December 2015, the City Government decided to launch an unprecedented project to definitively integrate the Mugica neighborhood. From the beginning until today, fundamental advances have been made in this process, with the construction of infrastructure and housing, schools and health centers, the approval of a law and urban planning regulations for the neighborhood, among others.
