The State Commission on Prisoners of War, Hostages, and Missing Persons reported that a mass grave holding the remains of five individuals was discovered during road construction near Shusha. Another grave containing at least seven bodies was found near Khojaly, along the Askeran-Khojaly road. Preliminary examinations suggest the victims were civilians buried hastily, with evidence of torture on some remains. Officials suspect they were killed during the First Karabakh War (1988-1994). According to official records, over 4,000 Azerbaijani citizens disappeared during Armenia’s military offensives in the 1990s. To date, 3,983 individuals—3,209 soldiers and 774 civilians—remain unaccounted for. Azerbaijan has repeatedly accused Armenia of withholding information about mass graves and the fate of missing persons. Yerevan has denied these allegations in the past. Following the Second Karabakh War in 2020, Azerbaijani authorities have uncovered multiple mass graves in reclaimed territories. So far, 187 sets of remains have been found in such graves, while an additional 309 were discovered during reconstruction projects. DNA testing has identified 170 victims.
