The incident occurred on Sunday, July 6, 2025, around 6:30 p.m., when Troopers Michael Buchell and Shane McClafferty of the Carteret Station responded to a report about a dog in distress in the waters off Elizabeth. Upon arrival, the troopers spotted the little dog, believed to be around one year old, struggling against the strong tide. Trooper McClafferty maneuvered their boat into position while Trooper Buchell used a life ring and a rescue blanket to bring the dog to safety. As Buchell pulled him aboard, the frightened animal reacted aggressively, snapping at him during the rescue. The officers nicknamed the dog “Oscar the Grouch.” He showed signs of fatigue and early-stage hypothermia, prompting the troopers to administer immediate care. Oscar was transported to Carteret Station, where he was examined and confirmed to be in good health.
