France: Number of homeless people in France rises to 350,000 amid housing crisis

According to the 2025 report by Housing Foundation for the Poor, stagnant housing construction, persistently high rents, and the lack of significant government measures to address housing insecurity have contributed to the rise in homelessness. The report noted that 2.7 million people in France are currently waiting for social housing, while only 393,000 people were allocated such housing in 2023. It warned that continued political instability and lack of political will could further deepen the housing crisis. Between 2002 and 2022, the number of homeless people increased by 130%. Last year, it was recorded at 330,000; this year, it climbed to 350,000. Data released by the Federation des Acteurs de la Solidarite (FAS), a federation of nearly 1,000 organizations advocating for migrant rights, and UNICEF France shows that the number of homeless children rose by 6% compared to the previous year, reaching 2,159 in 2025. In 2020, there were 927 homeless children in France. That number has increased by 120% over four years, surpassing 2,000 in 2024. UNICEF France described the surge in homeless children as "alarming," noting that nearly one in four are under the age of three. According to a report by Collectif Les Morts de la Rue, 735 homeless people died on the streets in 2023 — the highest number recorded in 12 years. The report highlighted the difficulty of tracking these deaths and noted that about one-third of homeless fatalities occur during the winter months.
