Lebanon: Beirut’s southern suburb Dahiyeh awaits reconstruction after Israeli airstrikes

The southern suburb of Beirut covers a significant percentage of the capital’s population and includes two Palestinian refugee camps. A large number of buildings were completely destroyed — around 270 — while about 72 buildings were partially damaged, either horizontally or vertically. Also, 94,000 housing units have been fully and completely restored, and reconstruction work has resumed in two main areas, especially at the sites where the two martyrs, Sayyid Hashem and Sayyid another leader, were assassinated. All reconstruction efforts at these locations have been completed despite the massive destruction. The sites of the two martyrs have been repaired and rehabilitated, and today life has fully returned to those areas. The Lebanese state did not participate in any part of the reconstruction process or in helping residents return to their homes; up until now, no representative of the state has been present inside the southern suburb since the ceasefire. The southern suburb’s recovery has been carried out through its own unions, municipalities, and the local political organizations working to restore life there. As I mentioned in my speech, infrastructure was heavily damaged as a result of the aggression, and the reconstruction of infrastructure was done in a rather unorganized, scattered manner. Many buildings collapsed from below because of the destruction of their foundations — damage that had been caused by the aggression. The United Nations is working through its agencies with a political framework, but thankfully, there were humanitarian organizations that stood by us, particularly the Red Cross and UNICEF, who provided substantial assistance in the southern suburb. We lost hospitals, health centers, and municipal buildings across the southern suburb — including in Mreijeh — as well as many valuable municipal personnel, including mayors who were martyred. The area, part of Lebanon’s Mount Lebanon Governorate within the Baabda District, includes densely populated neighborhoods such as Haret Hreik, Burj al-Barajneh, Ghobeiry, and Mreijeh. Dahiyeh, home mainly to Lebanon’s Shiite Muslim community and a stronghold of Hezbollah, also includes commercial centers, markets, and Palestinian refugee camps such as Burj al-Barajneh and Sabra-Shatila. Reports suggest that Iran, which financed reconstruction through Hezbollah in previous wars, has been unable to provide similar support due to current economic constraints. According to local and international sources, the latest Israeli strikes destroyed 376 buildings completely and partially damaged 278, while around 94,000 housing units were affected. Schools, hospitals, roads, and power and water networks suffered major damage. Engineering reports show severe structural deformation in several buildings, leaving some at risk of collapse. President of Union of Municipalities of Dahiyeh Region Mohammed Shafiq Durgham told that the situation in the area remains difficult, with extensive damage to infrastructure and ongoing efforts to restore essential services. "Also 94,000 units have been fully and completely restored, and reconstruction work has resumed in two main areas, especially at the sites where the two martyrs, Sayyid Hashem and Sayyid another leader, were assassinated," he mentioned. Durgham said the Lebanese state has not taken part in the reconstruction process of southern suburbs. "The southern suburb’s recovery has been carried out through its own unions, municipalities, and the local political organizations working to restore life there," he added. He also said that the United Nations has not provided assistance due to its political agenda, while the International Red Cross and UNICEF have supplied essential materials and humanitarian aid. On Saturday, Lebanon’s official National News Agency reported that Israeli forces launched a series of airstrikes on six heavy machinery yards along the Al-Msayleh road in southern Lebanon, destroying more than 300 vehicles, in addition to causing other material losses worth millions of dollars. Following a year-long cycle of cross-border attacks between Hezbollah and Israel that began in October 2023, a ceasefire was reached in November 2024. The conflict had resulted in more than 4,000 deaths and around 17,000 injuries. Under the terms of the truce, Israel was supposed to fully withdraw from southern Lebanon by this January. But it has so far only partially pulled out troops and continues to maintain a military presence at five border outposts.
