Court Backs Trump's National Guard Deployment in Portland. A US appeals court has ruled that President Donald Trump can deploy National Guard troops to Portland, Oregon — reversing a lower court order that had blocked the move. The Justice Department argued the troops are needed to protect federal buildings after ongoing protests outside an ICE facility turned violent. The Ninth Circuit Court of Appeals said the 60-day deployment was a "measured response." About 200 troops could now be sent despite opposition from state and city officials. Two of the three judges supporting the decision were Trump appointees; the dissenting judge was appointed by former President Bill Clinton. Oregon's attorney general warned the ruling gives the president "unilateral power" to deploy state soldiers with little justification. The White House praised the decision, calling it proof that Trump acted lawfully to protect federal assets. Legal challenges, however, are still underway.
