Info from Licensor: "2 males weaving back and forth in the eastbound lane of highway 1 until they finally come to a full stop in the river. The truck had troubles staying in their lane for several kms, almost hitting oncoming traffic. When the truck went into the river, I rushed out to help while my wife called 911. The truck in front of us (that did not go into the water) were friends of the two occupants that went into the water. A separate bystander went into the water to help, but neither of the 2 friends went in, despite the driver yelling for help. While my wife was talking to 911, the four males hopped into the truck and drove off, despite the ambulance arriving 5 minutes after they left."
