Philippines: China Coast Guard Attacks Filipino Fishermen With Water Cannons

Philippines - December 13, 2025 Filipino fishermen conducting lawful fishing operations were violently attacked by Chinese Coast Guard and Chinese Maritime Militia vessels on December 12, 2025, prompting an immediate response from the Philippine Coast Guard. Approximately 20 Filipino fishing boats were targeted by Chinese vessels 21559 and 21562, supported by maritime militia units. The Chinese forces used water cannons and aggressive blocking maneuvers, and small rigid-hull inflatable boats deliberately cut anchor lines, endangering crews amid strong currents and high waves. Three fishermen sustained physical injuries, including bruises and open wounds. Two fishing boats were also damaged by high-pressure water cannon blasts. Philippine Coast Guard vessels MRRV-4403 and MRRV-4411 were dispatched to assist. While en route, they faced repeated blocking and hazardous maneuvers from Chinese Coast Guard vessels 21559, 5204, and 21562. One incident saw CCG-23519 approach within 35 yards of a PCG ship during nighttime navigation. Despite these dangers, the Philippine vessels reached the fishermen, provided immediate medical care, and delivered fuel, ice, and food supplies. The ships remain in the area alongside MV Pamalakaya to ensure the continued safety of the fishing crews under the government’s Kadiwa para sa Bagong Bayaning Mangingisda initiative. The Chinese Coast Guard later confirmed carrying out what it called “necessary control measures,” a statement acknowledging actions that endangered the lives and vessels of Filipino fishermen.
