This phenomenon is caused by the Krasnoyarsk hydroelectric power station located upstream.

During periods of severe frost, the city is enveloped by thick evaporation rising from the water’s surface.

The evaporation from the Yenisei River makes the fog more intense and increases the sensation of cold for residents.
