Heathrow Ends 100ml Liquid Rule After Completing CT Scanner Rollout. Passengers flying from Heathrow Airport can now carry liquids in containers of up to two litres through security, following the full installation of new CT scanners. Laptops and other electronics no longer need to be removed from hand luggage, and the use of clear plastic bags for liquids has been scrapped. Heathrow says it is now the world’s largest airport to complete the rollout of the high-tech scanners across all terminals. The technology produces clearer images of cabin bags, allowing faster processing while maintaining strict safety standards. The relaxed rules apply only to departures from Heathrow, with passengers warned to check liquid limits at airports they return from. Other UK airports, including Gatwick Airport, Edinburgh Airport and Birmingham Airport, introduced similar scanners earlier, though Heathrow is the largest to do so. The nationwide upgrade has faced repeated delays since a 2019 pledge to scrap the 100ml rule was derailed by the pandemic. Further disruption followed in 2024, when airports that had lifted restrictions were ordered to temporarily reinstate them, mirroring a similar move by the EU. Heathrow chief executive Thomas Woldbye said the £1bn upgrade would cut security preparation time and improve the overall passenger experience. Among the world’s 10 busiest airports, Heathrow is currently the only one to allow larger liquid containers on international departures.
