Cities along the Carolina coast saw severe flooding on Thursday, September 13, as Hurricane Florence brought significant rainfall despite its lowered signal.

The now-Category One hurricane forced 100,000 people to lose power, according to local media, and warnings for flooding and storm surge winds were still in place. The National Hurricane Center reported that Morehead City, a port town north of Wilmington, saw a surge of 10 feet.

This video, filmed in New Bern, North Carolina, shows a driver on a flooded road.

Forecasts warn of heavy rains the next few days as cities remained under a state of emergency.
