An eagle-eyed cyclist in Sheffield spotted a driver in the city-centre using both of their hands on the phone this morning (July 2).

Captured on a helmet-cam, the Steel City driver's hands can be seen on his lap using a mobile device without holding on to the wheel as they advance in traffic.

The filmer said: "I was cycling to work, and passed a car in traffic. I saw the driver was using a mobile phone, with two hands. He was moving in traffic without hands on the steering wheel.

"Although I have video evidence of the crime, and have reported it to the police online, I have to go to the police station to make a statement before they will do anything."
