Cape Town policing director comments on relations with national police ministry

JP Smith, the political head of the safety and security department in Cape Town, normally has a very combative relationship with national police ministry and with police minister Bheki Cele in particular.
The City of Cape as well as the Western Cape province is politically controlled by the Democratic Alliance, the parliamentary opposition party. Bheki Cele is a cabinet minister in the national government, which is controlled by the African National Congress.
