A hero neighbour saved a choking pet dog strangled by its leash.

Philip Obibe heard strange outside in front of their home so he checked their security camera in Pasig City, the Philippines on November 17.

But the house owner was shocked when he saw the next-door resident's pet dog hanging by its neck.

CCTV footage shows Philip rushing to help the dog as it suffocated from the rope tightened around its neck.

Philip said: ‘I rechecked the CCTV after that, and saw he had been hanging there for two hours.

‘I was worried he would bite me but I felt like I could think about that later and prioritise saving the dog first.'

He placed the creature back on the steps where a small shack was made for the dog to sleep on, but Philip moved it to safer ground.

He said: ‘The dog could fall again. He deserved better living conditions. I hope dog owners could be more responsible.'
