German tourist, 61, goes on marijuana binge then climbs onto hotel balcony in Thai 'Sin City' Pattaya

A German tourist went on a rampage and climbed out to an eighth-floor balcony following a marijuana binge in Thai 'Sin City' Pattaya.

Heinz Edgar Eugen, 61, clambered onto the ledge at The Orient Resort & Spa Condominium after smoking cannabis on August 3.

Footage shows the intoxicated tourist in black underwear banging on balcony rails with a stick as he recited a bizarre chant. He was seen taking a swig from a bottle before dropping it down to the street below.

Heinz's wife said she tried but failed to calm him down so she called Pattaya police, fearing he might fall to his death.

The woman, who declined to be named, said her husband had been stressed over an overseas lawsuit and began smoking cannabis at 3 am on Thursday.

She told Pattaya police: 'He started shouting and couldn't control himself. He shouted that he did not want to live anymore. Then he climbed out of the balcony saying he wanted to kill himself.'

Officers arrived and found baskets, rubbish bins, and other objects the German had hurled from above. They set up a safety cushion next to the building and tried to negotiate with him for more than seven hours with the help of an interpreter.

When he still refused to return to his room, the cops barged in and forcibly dragged him off the balcony at around 11:30 am.

Heinz has been taken to the Banglamung Hospital to calm down.

Thailand's current military government has made efforts to clean up Pattaya after it was dubbed the 'sex capital' of the world and a modern-day Sodom and Gomorrah.

However, the city's lucrative shadow economy based on sex, crime, drink and drugs has proved difficult to tame in the once-sleepy coastal city.

A large number of British ex-pats have also set up bars in the sun-drenched resort, which has become an attractive place for pensioners to retire.
