Road Rage & Ramming at Highway Speeds

I am a Physician Assistant and was driving to the hospital for work on Route 33 South (Pennsylvania). A white Subaru passed me earlier going about 90-100 mph (65 mph zone) and was finally caught in some traffic ahead. A work truck (identified as a welding vehicle) proceeded to tailgate the Subaru. The Subaru intentionally brake checked the work truck, causing him to swerve into my lane.
As retaliation, the work truck attempted to ram the Subaru off the highway. The Subaru sped up to narrowly the start of a bridge guardrail.
After the altercation, the two exchanged words and continued along the same stretch of highway for several minutes. Nobody pulled over. No cops were seen to be involved from my perspective.
