Real-time weather/flood water conditions during Hurricane Francine. The city pumps failed; the rain continued therefore the streets flooded in certain areas. I filmed this video from my phone camera it's from my front porch in the Lakeview area of Orleans Parish. I have not shared this video with any other organization.
