Mexico: Mexico suspends parcel deliveries to US as duty-free rule ends

Storyline: Mexico has halted all postal shipments to the United States, joining a wave of global backlash against Washington’s abrupt elimination of duty-free treatment for low-value imports. More than 30 countries, including Canada, Japan, Australia and Germany, have also suspended or restricted mail service to the U.S.in response. A recent executive order signed by U.S. President Donald Trump eliminated the de minimis exemption, which had allowed goods valued under 800 U.S. dollars to enter the country duty free. Starting August 29, U.S. Customs and Border Protection will begin applying standard duty rates to all international parcel imports, regardless of value. The move is disrupting personal deliveries and small-business exports alike. "This measure is a way to save the U.S. government's time and expense of collecting tiny tariffs, which initially had a significant impact on e-commerce. This will increase costs for both enterprises and online shoppers, and the delivery time will also be delayed," said Oscar Leon, an international trade analyst. Mexico says its suspension of service will last until it can clarify terms of the new framework through dialogue with U.S. officials. For now, the suspension includes even simple letters and post cards. Employees at a Mexico City post office say the suspension has disrupted thousands of daily users who rely on the country’s most affordable mail service. In 2015, the total volume of de minimis packages sent from anywhere in the world entering the United States reached 134 million, according to the U.S. Customs and Border Protection.
