The street, historically vulnerable due to its valley-like geography, was left submerged in several inches of water. Shops and businesses were impacted as debris floated through the flooded street and vehicles struggled to navigate the rising waters.
A longtime resident, who has lived in the area for 50 years, described the flooding as unprecedented. The incident is part of a wider weather pattern across Tokyo, where heavy rainfall triggered flash floods in multiple wards. In Suginami Ward, rainfall reached up to 90 millimeters within an hour, underscoring the strain on urban infrastructure and the growing challenges linked to climate change.
